Recently appointed by the Secretary of State for International Development as a part-time commissioner on the Independent Commission for Aid Impact, Tarek was previously Head of Internal Audit of the European Bank for Reconstruction & Development for over 15 years, CFO of the Central Bank of Egypt, Auditor General of the African Development Bank and Audit Director at Atlas Mara Ltd, the African Banking vehicle listed on the London Stock Exchange.
His experience spans many geographical locations, among them the UK, Egypt, Tunisia, Ukraine, Belarus, Russian Federation, Kazakhstan, Saudi Arabia, Syria, UAE, Ivory Coast, Angola, the Philippines, Zimbabwe, Rwanda, South Africa and Zambia.
Having graduated from the American University in Cairo with a Bachelor of Arts in Economics, Tarek is also a Fellow of the Chartered Association of Certified Accountants, an Associate member of the Chartered Institute of Bankers and successfully passed the Association of Corporate Treasurers' AMCT diploma in Corporate Treasury.

Ray joined EBRD in 1993 as Senior Internal Auditor progressing to Deputy Head of Internal Audit up and till his last position as Chief Internal Auditor. He reported directly to the current Bank president, the former Permanent Secretary of the UK's Ministry of Justice.
Prior to joining the EBRD, Ray worked for Coopers & Lybrand in Malta and Italy and Lombard Bank (Malta) Limited. He is a Fellow of the Chartered Association of Certified Accountants and an Associate Member of the Association of Corporate Treasurers. He is also a Fellow of the Malta Institute of Accountants and a Maltese Certified Public Accountant and Auditor.

She has covered financial markets & institutions across a number of Global EM and frontier markets including Brazil, Egypt, Turkey, Ukraine, Kazakhstan, Nigeria and Greece, Morocco, Jordan, Tunisia and a number of Sub-Saharan African markets: Ivory Coast, Togo, Uganda, Kenya, Botswana, and South Africa.

At 3M Company (USA), he was European Business Development Director for the Safety & Security business unit, working on upgrading European occupational and private safety standards. As Managing Director 3M Egypt, he undertook growing the business through a distribution strategy and supplying major governmental infrastructure projects in Telecom, Oil & Gas, and Road Safety.
He later joined METRO AG (Germany) first as Board Member at METRO Morocco, and then as Board Member & Marketing Director at MAKRO Egypt, setting up the company’s greenfield investment operation in the cash & carry market.
At International Paper, as Managing Director, he developed and implemented the market entry strategy into the Middle East.

Peter Boulding is an experienced public sector accountant who has developed an extensive career in international development.

Peter has been a senior member of staff at several international consultancies including Maxwell Stamp, CIPFA, DAI (Europe) and Crown Agents. He has worked in over forty countries across Europe, Asia (South and Central), Sub-Saharan Africa and Central America.
